R156-31b-609, in plain terms
Utah Admin. Code R156-31b-609 comes from the state's Division of Professional Licensing together with the Board of Nursing, and a school based elsewhere has to satisfy both before any of its students, pre-licensure or graduate, begin clinical or practicum work at an agency or institution in Utah. The rule's checkpoints:
- Approval from the board of nursing in the school's home state, plus national nursing accreditation from an accreditor on the U.S. Education Department's recognized list
- Faculty who work for the program, hold a tie to a college or university, and meet the standards of both the accreditor and the home state; anyone supervising in person needs a license from Utah or another Compact state
- A written plan setting out how the school selects and oversees faculty, preceptors and clinical sites
- Preceptors whose license, whether issued by Utah or by another state in the Nurse Licensure Compact, is in good standing
- A yearly filing with the Board, due each August 1, that counts the students trained in Utah, attests to faculty and preceptor licensure, and confirms accreditation is current

What full practice means for your preceptor
AANP rates Utah full practice, its category for states where an NP needs no physician contract to practice. That opens the door to NP-owned clinics, where an FNP can precept you with no collaborating physician in the background.
Loyola's conditions still decide who qualifies. NP preceptors are board certified and past 2,080 hours of practice, physicians hold board certification in their specialty, relatives are excluded, and the preceptor's license must be current where the site sits. Salt Lake City to St. George
By the Census Bureau's 2025 estimates, roughly 1.31 million residents live in and around Salt Lake City, in the metro the Bureau labels Salt Lake City-Murray. Provo-Orem-Lehi follows at about 773,000, then Ogden at about 673,000, with St. George, far to the southwest, at about 214,000.
Among the large systems in Utah are Intermountain Health, MountainStar Healthcare (an HCA Healthcare system) and University of Utah Health. Each adds its own onboarding to Loyola's compliance items. Near a state line, check the neighbor first. Idaho, Nevada and Colorado are approved on Loyola's map, Wyoming is marked not approved on the map despite a meets listing on the table, and Arizona's table entry limits practicums to the FNP program even though its map color says all programs.
Two compacts, one of them waiting
Multistate RN licensing under the Nurse Licensure Compact has been running in Utah since January 2018. On March 24, 2022 Utah also became an early signer of the APRN Compact, but that second compact is not live yet: it waits on seven enactments and has five so far, so after graduation NP licensure stays state by state for now.

Questions Loyola students ask
Does Utah let Loyola New Orleans students do clinicals in the state?
Yes, under conditions the school meets. Loyola's July 15, 2026 map shows Utah approved for all School of Nursing programs, and the June 2, 2026 licensure table lists it as meeting requirements. Utah's rule R156-31b-609 asks outside programs for accreditation, licensed faculty and preceptors, and an annual report. Your part is a qualified preceptor, a willing site and the right RN license.
Must my Utah preceptor hold a Utah license?
Utah's rule is satisfied by a preceptor whose license is in good standing either in Utah or in another compact state. Loyola's FNP guide sets a tighter bar: the license has to be current, active and unencumbered in the site's own state. With the site in Utah, choose a preceptor whose license is active in Utah; NP preceptors also supply a Nursys PDF.
Can a Utah NP with their own practice precept me without a physician involved?
As far as Utah law goes, yes: AANP lists the state as full practice, so no physician agreement is required. Loyola's rules still apply in full. The NP needs board certification, more than one year of practice and an active Utah license, and the practice must sign a Loyola affiliation agreement before your first hour counts.
Is the APRN Compact active in Utah?
Utah enacted it in 2022, yet the compact is not operating. It starts once seven states have enacted it, and so far five have: Utah, Wyoming, Delaware and the two Dakotas. For RN licenses the picture is different, since Utah has run the Nurse Licensure Compact since January 2018.
