Oklahoma and your Loyola New Orleans practicum
Loyola University New Orleans clears Oklahoma for every School of Nursing program, and its two licensure tables agree that Oklahoma meets requirements. Oklahoma's Board of Nursing adds three conditions for out-of-state APRN students, one of which concerns Loyola's faculty rather than you.

The Oklahoma rule for out-of-state APRN students
Oklahoma's nursing rules, at OAC 485:10-5-12, split outside programs in two. A school whose program leads to a first nursing license needs the Board's permission in advance, which leaves Loyola's BSN and ABSN students untouched, since their clinicals happen in Greater New Orleans. If you are already an RN in Loyola's APRN program, the permission step falls away, provided every part of subsection (c) holds.
Subsection (c) in three parts
- Student: an RN license valid for Oklahoma practice, with no encumbrance on it.
- Faculty: whoever at Loyola oversees your clinical component must hold an Oklahoma license, without encumbrance, matching or exceeding the level taught.
- Program: Loyola's curriculum meets what the Board requires of APRN education.
Only the first item is in your hands. The other two sit with the School of Nursing, so ask the Clinical Practicum Coordinator how Loyola covers the Oklahoma faculty license point before promising any clinic a first day.
Restricted practice, and the preceptor you train with
AANP files Oklahoma under restricted practice. Prescriptive authority there rests on physician supervision, recorded in a written statement, for the first 6,240 hours, and Schedule II prescriptions are not open to NPs at all.
Loyola's standards come on top of the state's: an active, unencumbered Oklahoma license, board certification, and more than a year (2,080 hours) of practice, with no family ties to you. Each course's specifics are on the preceptor requirements page.
A state tax credit for preceptors
Oklahoma also offers preceptors a tax credit. House Bill 3351 (2024) built it for primary care clinicians holding an Oklahoma license, whether MD, DO, PA or APRN, who take on students in medicine, PA studies or advanced practice nursing. Credit accrues rotation by rotation, a rotation meaning 160 aggregate hours; the rate steps up from the fourth rotation, and a calendar year tops out at ten. Claims are honored in the order they arrive, until the money runs out.
Unused credit can roll forward for five years but is never paid out as a refund, per the Oklahoma Tax Commission, and the program spans tax years 2026 to 2035. Its administrator, the Oklahoma Health Care Workforce Training Commission, is accepting applications for calendar 2026 and decides who qualifies, so preceptors should ask it directly about hours with a Loyola student.
Oklahoma City, Tulsa, Lawton, Enid
Census estimates for 2025 size the Oklahoma City metro at roughly 1.5 million and Tulsa's at just over a million. Lawton's metro is closer to 128,000, and Enid's to 62,000. Hillcrest HealthCare System, INTEGRIS Health, Saint Francis Health System, OU Health (tied to the University of Oklahoma) and SSM Health St. Anthony, the name on SSM Health's Oklahoma hospitals, are among the state's larger health systems. Treat them as research leads.

License and compact
January 19, 2018 marks the start of Oklahoma's multistate RN licenses under the enhanced compact. In the Board's own explanation, a holder can work in any other member state with no additional license. One Oklahoma multistate license therefore settles two things: the license condition in the Board's rule, and Loyola's requirement of a Louisiana or multistate license during enrollment. Questions Loyola students ask
I live in North Texas. Can I do Loyola clinicals across the Red River in Oklahoma?
Loyola's map approves both states for every program. An Oklahoma site brings Oklahoma's rules with it, including a preceptor licensed in Oklahoma and the faculty condition in OAC 485:10-5-12. Texas belongs to the compact, so a Texas multistate license can carry you across; confirm the rest with the Clinical Practicum Coordinator.
Does precepting a Loyola New Orleans student earn the Oklahoma tax credit?
The Oklahoma Health Care Workforce Training Commission decides that, not Loyola. The credit is aimed at Oklahoma-licensed primary care clinicians who teach students in 160-hour rotations. A preceptor should put the question to the Commission for a Loyola student specifically.
Can my Tulsa employer's clinic host my Loyola practicum?
Loyola's Employed at Clinical Site Attestation covers a practicum at your workplace when it happens in another department and at hours apart from your work schedule. For a DNP project practicum, Loyola adds that your preceptor may be neither your employer nor your direct supervisor. Working where you work walks through the form.
Which RN license works for an Oklahoma practicum site?
One that is valid for Oklahoma practice and carries no encumbrance. An Oklahoma license qualifies. Because Oklahoma is a compact member, so does a multistate license from your home compact state. Loyola's own Louisiana-or-multistate rule applies on top.
