Which West Virginia office is involved

West Virginia splits the job. The Board of Registered Nurses confines its program oversight to pre-licensure education, and an out-of-state school training future RNs files the Board's approval application before its students set foot in a West Virginia facility. Schools offering graduate or advanced degrees are pointed elsewhere, to the state's higher education commission (WVHEPC) and to their national nursing accreditor.

WVHEPC's nursing office has written a guide for out-of-state programs sending students on clinical rotations, and for APRN and graduate programs it lists just two triggers for WVHEPC approval: an institution with no NC-SARA membership, or one sending a single site ten or more students. Loyola University New Orleans is an NC-SARA participant, so only the site count remains, and that is for the placement office to watch.

The license rule, by where you live

That guide also ties your RN license to your primary state of residence. Live in West Virginia, and the guide wants a valid RN license issued by West Virginia itself. Live anywhere else, and an APRN or graduate student needs a multistate (eNLC) license. A single-state license from another state fits neither case.

Multistate West Virginia licenses exist because the state has belonged to the compact since January 19, 2018; a resident can hold one, and it also meets Loyola's rule of a Louisiana or multistate license throughout enrollment. Reduced practice and the preceptors you meet

AANP puts West Virginia in its reduced practice group. Two limits attach to prescribing: a physician collaborative agreement covering an NP's first three years of prescriptive practice, and a three-day cap on any Schedule II narcotic. Those limits shape prescribing, not teaching, so an NP still inside the three-year window may precept you, as long as Loyola's own conditions are met: board certification, more than one year of practice, no family tie.

The collaborating physician is a second option. Loyola's FNP guide accepts an NP, MD, DO or PA for FPCM I and II, so one practice may offer two qualified people. The full list is on Loyola's preceptor requirements page.

Charleston, Huntington, Morgantown, Martinsburg

By the 2025 Census estimates the Charleston metro holds about 200,000 people and Morgantown about 142,000. Two metros cross state lines: some 185,000 of Huntington-Ashland's residents are West Virginians, with the rest in Kentucky and Ohio, and about 158,000 live on the West Virginia side of Hagerstown-Martinsburg, which reaches into Maryland.

WVU Medicine and Marshall Health Network are large systems, and so is Vandalia Health, whose members include CAMC Health System, Mon Health System and Davis Health System; Charleston Area Medical Center is one of Vandalia's. Open Loyola's Explore Clinical Locations map before calling any of them.

A clinic across the line in Kentucky, Ohio or Maryland follows that state's rules, and your RN license has to be active there.

Does Loyola need West Virginia approval for my NP clinicals?

WVHEPC's guide names two cases that bring an outside APRN or graduate program under its approval: the institution is not an NC-SARA member, or a single site receives ten or more of its students. Loyola is an NC-SARA participant. The Board of Registered Nurses oversees pre-licensure programs only, so it has no approval role in your graduate practicum.

What RN license works at a West Virginia clinic if I live in Kentucky?

A multistate one. For APRN and graduate students whose primary residence lies outside West Virginia, WVHEPC's guide calls for a multistate (eNLC) RN license, and a single-state license would not qualify. Loyola separately expects the license to be active in West Virginia before your first hour there.

Can an NP still under a collaborative agreement precept me?

Yes, if the NP meets Loyola's standards. West Virginia's three-year collaborative agreement concerns prescriptive practice. Loyola asks for a board-certified NP with an unencumbered license in the site's state, more than one year (2,080 hours) of practice, no family tie to you and presence on site for every hour you log.

What changes if I move to West Virginia during my Loyola program?

Talk with your program advisor before you move, since Loyola says relocating can affect licensure, practicum access and financial aid. Once West Virginia becomes your primary state of residence, WVHEPC's guide expects a West Virginia RN license for clinicals in the state, so plan the license change alongside the move.
