What the Board asks of an out-of-state APRN program

Short version: nothing up front. Does a nursing school from another state need the Oregon State Board of Nursing's blessing before its APRN students train in Oregon? The Board's APRN FAQ answers in one word: no. Its placement guidance adds that the yearly notification form for outside programs is a pre-licensure matter, and advanced practice programs are exempt from it.

Older advice may say otherwise. Until July 1, 2021, when Oregon repealed it, a rule made NP students in graduate programs based elsewhere secure the Board's authorization before starting an Oregon practicum.

Two expectations remain, and both fall on the school. Anyone teaching in Oregon, the Board says, must hold an active Oregon nursing license. And before a school enrolls Oregon students, it needs authorization through either NC-SARA or the state's Higher Education Coordinating Commission. Loyola participates in NC-SARA. How the faculty point applies to your course is a question for the Clinical Practicum Coordinator.

Full practice, with Loyola's preceptor rules on top

AANP counts Oregon among its full practice states. Loyola still decides who may teach you. The FNP guide looks for an active, unencumbered license in Oregon, board certification (in the specialty, for an MD or DO), more than one year (2,080 hours) of practice, no relatives, and a preceptor on site for every hour you log.

In FPCM I and II, an NP, MD, DO or PA can precept. All four FNP practicums belong in outpatient primary care, and hours in urgent care, hospital wards, the ER, nursing homes or specialty clinics need the Graduate Program Director's approval. Full detail: preceptor requirements.

Portland to Bend: where Oregon NP students look

Of the Portland-Vancouver-Hillsboro metro's residents, close to two million live in Oregon, per the 2025 Census estimates. Salem's metro follows with around 446,000, then Eugene-Springfield near 382,000 and Bend near 266,000. Kaiser Permanente Northwest, Legacy Health, Providence Oregon, Samaritan Health Services and OHSU are large systems in the state. Treat them as leads.

The Portland metro also reaches into Washington, a compact state that Loyola's map approves. An Oregon-only license does not follow you there, so a Vancouver site would need a license valid in Washington and a preceptor licensed there. Two licenses for an Oregon-based student

Loyola's handbook sets two license conditions for graduate students. One is an active RN license for each state that hosts your practicum, and your Oregon license covers an Oregon site. The other is a Louisiana or multistate license held while enrolled, which an Oregon license cannot meet, because Oregon sits outside the compact with no joining bill pending.

For an Oregon resident, that points to a Louisiana RN license held alongside the Oregon one. For the MSN FNP, BSN-DNP FNP and MSN PMHNP, Loyola lists that license as due before the second semester, so apply early. Oregon is also absent from the APRN Compact. Do I need a Louisiana nursing license if I live in Oregon?

Very likely. Loyola requires enrolled graduate students to hold a Louisiana or multistate RN license, and Oregon's license is neither, since Oregon sits outside the compact. Your Oregon license still does its job at an Oregon practicum site. Check your plan of study for the date the Louisiana license is due.

Which Loyola programs can I take while living in Oregon?
