Nebraska practicums for Loyola New Orleans nursing students
Loyola University New Orleans clears Nebraska for every School of Nursing program, and as a compact state Nebraska lets a multistate RN license cover a clinic there. Nebraska mostly leaves graduate programs alone. The points worth a closer look are faculty licensure and the 2,000-hour line that moves a Nebraska NP into full practice.

Nebraska oversees prelicensure schools, not your program
According to Nebraska's Department of Health and Human Services, the Board of Nursing approves prelicensure programs offered to Nebraska residents, and any NCLEX-track program teaching students inside the state has to contact the Board. Post-licensure education sits outside the Board's reach, whether delivered online or any other way, so a graduate NP or DNP practicum carries no Nebraska approval step.
Loyola's prelicensure students, BSN and ABSN, train in Greater New Orleans, so the NCLEX-track rule is unlikely to touch a Loyola student either.
Faculty licensure and whose preceptor rules apply
One DHHS position does reach graduate study. Nebraska takes NCSBN's view that practice occurs at the student's physical location. Faculty are expected to be licensed in that state, and faculty who teach APRN students are expected to hold a Nebraska APRN license. How Loyola's faculty of record handle that for a Nebraska placement is worth asking the Clinical Practicum Coordinator before you settle on a site.
DHHS also describes preceptor arrangements as made between the nursing program and the clinical facility, and for post-licensure education it leaves preceptor qualifications to the program. Full practice at 2,000 hours, Loyola's floor at 2,080
In AANP's reading Nebraska is full practice, with a condition attached: an NP's first 2,000 hours happen under a supervising provider. Loyola's floor for NP preceptors is more than one year in practice, which it counts as 2,080 hours. A Nebraska NP who crossed into independent practice only recently could still sit a few weeks short of Loyola's line, so ask about start dates alongside board certification and license status.
A note on the regulator: up to June 2026, DHHS rosters showed APRNs with a board of their own. On the mid-July and mid-September 2026 rosters that board is gone, and the Board of Nursing itself now lists APRN, CNS and CNM seats, their terms beginning July 1, 2026. The DHHS Licensure Unit can confirm how APRN matters are handled now.
Omaha, Lincoln and Grand Island
The Omaha metro, which crosses into Iowa, counts roughly 887,000 residents on its Nebraska side by 2025 Census estimates. Lincoln has around 352,000 residents and Grand Island around 78,000. Nebraska Medicine, CHI Health and Bryan Health are big names in the state, with Children's Nebraska and Nebraska Methodist Health System also prominent; every one of them runs its own student intake.
Iowa's part of the Omaha metro answers to Iowa's rules rather than Nebraska's. Loyola's map approves Iowa for all programs too, and your RN license would need to be active there.
One compact license can do both jobs
NCSBN's implementation table lists Nebraska under the compact from January 19, 2018. With Nebraska as your primary state of residence, a Nebraska multistate license is active at Nebraska clinics and meets Loyola's enrollment-long license rule as well. Is Loyola New Orleans' online NP program open to Nebraska residents?
Yes. Nebraska meets requirements on both of Loyola's June 2, 2026 licensure tables, and the July 15, 2026 approvals map clears it for all programs. You find a Nebraska preceptor and site yourself, hold an RN license that is active in Nebraska, and start logging hours once Exxat shows Placement Approved.
Does the Nebraska Board have to approve Loyola before my clinicals?
No. Under DHHS's description, Board approval is a prelicensure matter, and post-licensure programs, online ones included, are not regulated by the Board, so a Loyola graduate practicum brings no Nebraska filing. The Nebraska point to raise instead is DHHS's position that faculty teaching APRN students there hold Nebraska APRN licensure.
Is a Nebraska NP who just reached full practice experienced enough to precept me?
Maybe not yet. Nebraska's threshold for independence is 2,000 supervised hours, while Loyola wants NP preceptors with more than one year of practice, set at 2,080 hours. Someone only just past the Nebraska milestone can still be short of Loyola's, so confirm how long the NP has been practicing.
Could I train at an Iowa clinic in greater Omaha?
Loyola's map approves Iowa for all programs, so an Iowa clinic is possible. Once the site is in Iowa, Iowa's rules govern the placement and your RN license must be active there, as Loyola requires for every practicum state. Read the Iowa guide before you contact practices across the river.
